Laura Smiling Laura J. Cohen PT, PhD, ATP/SMS Principal
Dr. Cohen is a licensed physical therapist with a PHD in Health and Rehabilitation Sciences.  She has over 26 years of experience in all areas of rehabilitation including strategic planning, management, research, clinical practice, teaching, accreditation, and credentialing. Throughout her career, Dr. Cohen has maintained a clinical practice specializing in neurorehabilitation and seating and wheeled mobility services to keep pace with clinical practice and evolving technology. At the same time Dr. Cohen has served as a consultant to a broad scope of clients in regards to medical review, benefit integrity, policy development, and compliance for rehabilitation, complex rehabilitation technology, and durable medical equipment.  This combined experience has provided her with a rare view of clinical practice patterns, supplier issues, professional development needs, documentation concerns, and policy matters. 



Career Highlights

Dr Cohen's relevant experience includes:

  • Executive Director of the Clinician Task Force (CTF) for the Coalition to Modernize Medicare Coverage of Mobility Products.
  • Appointed member to a multi-organization Steering Committee for the Complex Rehabilitation Technology (CRT) Benefit Category Initiative
    that wrote and gained sponsorship for legislation to create a new Medicare benefit category for CRT, which was initially introduced in 2012
  • Former Chairperson of the RESNA Professional Service Board responsible for the administration and oversight of RESNA's credentialing programs for rehabilitation technology professionals. In this capacity, Dr. Cohen provided leadership for modernizing the RESNA Assistive Technology Professional (ATP) certification program, establishing the Seating and Mobility Specialist certification program, and obtaining NCCA Accreditation for the RESNA certification program.
  • CARF DMEPOS surveyor since 2008.
  • Second level review consultant for a third party payer reviewing durable medical equipment (DME) requests in 21 states.
  • Senior Clinical Consultant for The Van Halem Group, LLC, Dr. Cohen provides counsel, leadership, and clinical expertise to clients when it comes to medical necessity, benefit integrity, policy development and compliance.
  • Consultant to Federal and State government agencies and contractors to provide clinical guidance and recommend policy improvements for DME services. These agencies include: Georgia, Florida, and Pennsylvania State Medicaid programs, the Veteran's Administration, the Georgia Traumatic Injury Advisory Board, the Brain and Spinal Injury Trust Fund Commission, U.S. Department of Health and Human Services, and the Agency for Healthcare Research and Quality
  • At the request of the U.S. Senate Committee on Finance, Dr. Cohen provided written and oral testimony for a hearing on Medicare policy for power wheelchair provision known as "Operation Wheeler Dealer".
